commitEnvelopeToArbitrum(signed, envelopeData, config): Promise<CommitResult>

Commit a signed SpendEnvelope to the Arbitrum SpendEnvelope Registry.

This is the D2 integration point: called automatically by executeAgentPayment() when an arbitrum config is provided, just before (or immediately after) the off-chain payment executes.
